Abstract: The concept of business strategy began in 1951 when Newman referred to the importance of strategy in the planning of the economic project, and in the 1960s laid the foundations of the concept of strategic planning. The issue of administrative decisions at the global and local level also gives great attention to the administrative thinking. The most important of these is the United Nations and its specialized bodies' decisions, research, studies and opinions on this subject. Accordingly, this research deals with the previous studies of strategic management and specifically the organizational factors on the administrative decision.
