The disequilibrium of quality and quantity in formation of Universities in Algeria

Abstract: For half a century, Algeria works to build and develop a system of higher education and scientific research of sufficient density to cover the entire national territory and all scientific disciplines. Now; indicators show that the priority was, from independence to quantity over quality higher education. Huge efforts have been made to increase the number of infrastructure and training places, but much remains to do to win the quality battle. It is in this sense that our problems. The number of universities built and the amount of equipment acquired in an arithmetic progression, while training (formation) needs are increasing in geometric progression, causing an imbalance in quantity and quality. What is more disturbing is the imbalance between the demand for training 'actual train' and supply of trainers' the number of teachers needed to meet the growing training needs. To this must be added the downward trend in the quality of education and level of students graduating from universities. These imbalances have serious consequences not only for trained individuals but also on the development of the national economy, with serious bleeding 'what is often referred to as the phenomenon of "brain drain" bloodless making the national economy his most important human resources' whether teachers or students. To analyze these imbalances, we shall examine the two generators sides of these imbalances on the supply side and the demand side. On the side of the training offer The supply side of the situation must be approached from four angles: 1- The supply of infrastructure and academic facilities; 2- The teacher supply (quantity and quality); 3- The offer of specialized managers executives in the management of university services (quantity and quality); 4- The offer and the variety of educational paths.
