Patterns and Determinants of Canadian Anti-Cartel and Antidumping Policy: 1990–2019

Abstract: Abstract This paper examines trends in enforcement of anti-cartel and antidumping laws in Canada since 1990. A major contribution is the creation of a timeline of Competition Bureau activity over the 1990–2019 period, possibly the first such effort. Simple regression analysis finds both types of enforcement measures to be counter-cyclical, consistent with previous work for other countries. They also seem to respond as expected to budgetary and exchange rate movements. Trends in these two measures are independent from each other, consistent with differing economic and political motivations behind the two, as well as differing actors responsible for instigating the two types of cases.
