Abstract: Abstract The COVID-19 pandemic has caused significant changes in urban life that will be noticeable for many years to come. The prevailing model of the big city in the modern world is based on the Sustainable Development Goals (SDGs). However, it is still unclear how the lessons of the pandemic will be reflected in the SDGs. Which of the goals will become a priority. The case of St. Petersburg presents the evolution of the strategic approach in management from 1997 to 2035. The content analysis of St. Petersburg’s strategies confirmed our assumption about the imbalance of plans to achieve the SDGs. The SDGs are present in the strategies explicitly and implicitly, which makes it difficult to achieve them.
