Integrating Climate Change Adaptation (CCA) into Disaster Management Plans: A Study of Visakhapatnam District, India

Abstract: Abstract This study examines District Disaster Management Plans (DDMP) in India to investigate the extent to which Climate Change Adaptation (CCA) is being integrated. It conducts fieldwork in Visakhapatnam, Andhra Pradesh, to explore scope and the challenges involved in the integration of CCA. It finds that among practitioners, there is a preference for department specific plans, although there is a recognition that climate change risk requires a more integrated plan to overcome functional administrative boundaries. This study proposes an alternative approach at the local level, in which Disaster Risk Reduction (DRR) and CCA plans are embedded within an overarching sustainable development framework.
