Abstract: Abstract Ethical leadership is vital for promoting ethical conduct in public organizations. Despite extensive research, its conceptualization, dimensions, and distinctiveness in public management remain underexplored. This review synthesizes existing literature to clarify these aspects, highlighting key definitions and dimensions, and the integration of transformational and transactional elements. It underscores ethical leadership’s unique contributions to organizational ethics, behavior, success, and societal welfare. The study offers valuable insights for academia and practice, providing a foundation for future research and practical guidance for public managers to promote ethical behavior and enhance stakeholder trust in public organizations.
