Abstract:
Abstract The article discusses the French implementation of New Public Management, focusing on health policy consolidation, the growth of Diagnosis-Related Groups, and the emergence of territorial networks. It highlights its impacts on critical stakeholders, assessing patient sovereignty and physician autonomy. The technocracy strengthened at the expense of citizen participation. Physicians, once the ultimate guardians of ethics, experienced a decline in their autonomy. Key reforms include the establishment of strong Regional Health Agencies and a clear decision-making chain. While DRGs promoted fiscal discipline, neo-liberal regulation has overshadowed physicians and citizens, leaving uncertainty in decision-making despite advanced data-reporting systems.
