Abstract: Abstract State-owned enterprises are critical for economic growth and social development in developing countries but are usually burdened by inefficiencies, resistance to change, and a lack of innovation. This paper evaluates the performance and transformation opportunities of Ethiopian State-owned enterprises, highlighting areas of improvement in governance, resource use, and digital change using primary data from interviews and secondary data. Recommendations include improving learning cultures, innovation, and sustainability through green tech and customer focus. This is in line with international standards and expansion, increasing the competitiveness of Ethiopian State-owned enterprises and helping Ethiopia's economic objectives.
