Abstract: Abstract Ten years after the adoption of the 2010 revisions to the joint DOJ/FTC Horizontal Merger Guidelines, our experience in the Bureau of Economics at the Federal Trade Commission leads us to conclude that the revised Guidelines have contributed positively to the Commission’s merger enforcement program. In this paper, we discuss some of the more significant differences between the 2010 Guidelines and the preceding version, and we identify specific cases that illustrate the continued relevance of practices and techniques that are highlighted in the revised Guidelines.
