Abstract:
Economic effects of the ad valorem and specific tariffs on the changes in import composition and total import reduction within a product category are analyzed and compared. The eflects on the change in total imports depend on the current import composition of a product category consisting of two close substitutes (high and low qualities), and are responsive to price gaps between the different qualities and cross-price elasticities. Also, the empirical analysis reestablishes the Falvey’s result that specific tariff has a tendency to shift the import composition in favor of high quality while ad valorem tariff is neutral.
