Trust in Government: A Note from Nigeria

Abstract: The concept of public health has evolved over time from the strict concern over treatment and control of infectious diseases, health and environment of the unprivileged groups to a complex approach on the state of health. As defined for the World Trade Organization, adopted over the past 30 years, the health of a man should not restrict only the absence of disease but a State of prosperity, both physical and mental including social development, as well. By this definition, the health of the individual is closely related to the concept of quality of life. The share of total expenditure in GDP for health, carried out by Romania, in 2009, was only 4.3% well below conducted by all other EU countries: - more than 10% in countries: Austria (11,1%), Belgium (11.8%), Denmark (11.2%), France (11.7%), Germany (11.4%), Greece (10.6%), the Netherlands (10.8%), Portugal (11.0%);- more than 5% and 10.1%, in all other countries (Bulgaria – 6.4%, Czech Rep.-7.6%, Cyprus – 6,0%, Estonia-7,0%, 9.7%, Finland- Ireland-Italy-9.7%, 9.5%, Latvia 6.5%, 6.6%, Lithuania-Luxembourg-Malta-7.8%, 7.5%, 7.1%, Poland – United Kingdom – 9.4%, Slovakia – Slovenia – 8.5%, 9.1%, 9.7%, Spain-Sweden- Hungary-9,8% and 7.4%. The share of public expenditure to total expenditure of public health registered, in Romania, in 2009, a level far below the achievements of 10.4% in the EU countries (Austria, Germany 15.8% 18.0% 15.3%, Denmark Ireland Netherlands 16,0%, 16.2%, etc). Only in three countries took a weight below the level achieved in Romania, namely: Bulgaria, Greece 9.1% 5.8%, Hungary 10,2%. We analyze: infrastructure of the health care system, medical personnel, the main indicators of the health-care system, specific indicators on the performance of the health care systems, objectives of the policy of health care.
