European Influences in Romanian Public Administration Culture

Abstract: The author’s main aim is to identify the factors with major influence on the organizational culture and on the cultural climate of some Romanian public administration units in the actual Romanian context, as member of European Union. The analysis which was made in nine town halls from the following counties: Arges, Dambovita, Teleorman, the South-Muntenia region was based on direct observations regarding the organizational culture and the cultural climate as well as on interviewing a representative sample of employees from the tourism companies taken into account, completed with collecting and interpreting significant data from the official documents. The work hypothesis can be reduced to: a) The national culture is the genetic inheritance of the organizational culture; b) The following factors: the types of property, the management style, the organizational structure, have a crucial influence on the type, configuration and functionality of the organizational culture; c) Romania’s accession to the European Union did not bring background modifications in the organizational culture of public administration units.
