Abstract: Stability and Growth Pact strengthened macroeconomic imbalances procedure, both managed under the European Semester, are intended to anticipate problems and to ensure corrective action as necessary, evidencing the intensification and expansion of economic governance in Europe. To get a larger number of decisions at European level in the financial, budgetary and economic, must have strengthened mechanisms to legitimize decisions jointly and to ensure democratic accountability and political participation.
