Abstract: This article analyzes the period of Colombian history known as El Quinquenio -the years of the government of general Rafael Reyes, 1904- 1909-. It argues that the process of political centralization and economic modernization which characterized the period can be understood as an attempt to confront the social crisis which had followed the War of a Thousand Days and the separation of Panama. Despite the fact that the initiatives were frustrated the attempt does reveal a new willingness to use State powers as instruments of economic re-organization.
