Abstract: The scientific and technological development, that is going to take place in the Latin American region, encounters great future challenges the policies and strategies put into practice will depend not only on the wishes of those who design them. The recent changes in the interregional environment, as well as the productive (new technological example) and institutional (state's redefinition and reorganization) transformations, require an agreed upon action between the different agents ensure that the policies and strategies, in technological matters, will lead to greater development levels.
