Abstract: As a consequence of the transfer of Sovereignty to tbe people of Indonesia, the duties of Government authorities increased enormously compared witb pre-war times. The newly established Govermnent of Indonesia bad to take over tbe functions of the former colonial authorities, it had to accomodate those functions to the new conditions and to create new functions in order to meet the needs of a sovereign country.
