Abstract:
The best way to start this review of Hatta's book is perhaps by quoting tbe following passage from bis 1954 address: "Although we have been independent for nine years, altbougb we have our Constitution witb its lofty aims and clear provisions, there are still very few leaders who realize that organizing our national economy on a cooperative basis is our first and foremost task. There are still very few who imderstand that tbe precept in article 38 of our Constitution must be carried out, that it was not written to deceive the people or to cover up hypocrisy".
