Labour Shortage And Unemployment In North East Sumatra

Donald Blake

Economics and Finance in Indonesia, 1962, vol. 13, 25-45

Abstract: In low-income countries the twin phenomena of unemployment and underemployment are characteristic symptoms of underdevelopment. The most general — and therefore overly simplified – explanation is found in the lack of resources, chiefly capital, sufficient to employ fully the whole labour force or potential labour force. The problem is thus one of inefficient factor proportions its general solution is capital accumulation.
