Abstract:
The present writer has been working in Bappenas since April 19 as a Colombo Plan expert from Japan in order to help modestly the formulation of the Second Five-Year Plan. However, this paper has nothing directly with my work in Bappenas, although, of course, the discussions going on in Bappenas have been highly helpful in developing my thinking. What follows, then, is some ohservations by a foreign economist based on quite a short, though very vaiuahle, experience. The writer very much welcomes the ments and criticisms on the possiiile errors and prejudices which it is feared to be many.
