Abstract: This program is called the Kabupaten Development Program (Kabupaten means sub-region, one level ibelow the Province) or popularly known as the Inpres program, since it is based on Presidential Instruction. Under this program each Kabupaten and Municipality (Kotamadya) receives a Subsidy from the Central Govermenit of Rp. 50,- per capita in 1970/1971. Since then the subsidy has been increased every year, reaching Rp. 150,per capita in 1973/1974.
