Abstract: Development is the joint responsibility of Government and the public at large. Government as the highest political system in society has the function of tratislating societal aspirations into meaningful government policies and programs. On the other hand, public support of and public participation in these programs is necessary for the successful implementation of these programs. Public support and participation in development programs is carried out through social organizations.
