Regional Income Estimation In Indonesia: Historical Development

Abstract: Repelita I, published in i 969, embodied the concept of sectoral planning but it was obvious that without an adequate regional information flow no worthwhile planning at the regional level could take place. Some planners and economists needed no convincing that effective national planning of resource allocation must rest ultimately upon a base of regional (spatial) planning and that effective regional planning itself must rest upon a base of reliable and relevant regional statistics, the relevant regional information flow must begin with income and output ultimates and swell to include hopefully the whole gamut of regional accounting income and product accounts, input-output accounts, external transaction accounts balance sheets and flow-of-funds accounts, cost-benefit studies at the project level population-flow analysis, analysis of interactions of socio-cultural systems and so on. Such a doctrine of perfection would be realisable only in the very long term, if at all, and the immediate priority would be the development of regional income estimates.
