Abstract: As governments of developing countries generally lack the necessary capital, technology and skills to develop their mineral resources on their own, their main task, besides providing the basic geological and other mining data, is to provide conditions and a climate conducive to foreign participation in this field. The enactment of suitable mining and investment legislation is an important part in the effort to create a climate favorable to parties interested in the investment in and operation of mining enterprises.
