Abstract: This reconnaissance survey attempted to throw light on the role village leaders are playing in developmental efforts in rural areas. Indonesia's First Five Year Development Plan (PELITA 1) after 1965 was characterized by an emphasis on economic and infrastructural reconstruction as well as institution building from the national level downwards. Consequently in the agricultural sector the emphasis was on production increase through intensification. The strong inclination to plan on national and sub-national levels became conceivable since sound statistical data were lacking at lower levels.
