Abstract: Given the objective to speed up development and therefore the exploittation of energy resources commensurate with the need to maintain Indonesia's resource endowment, Indonesia must develop an integrated rationil energy-policy in the framework of two sets of dynamic developments.. The first set consists of international trends: the world crisis, the world energy crisis, increasing demand for minerals and creasing environmental stress and the need to find solutions to the problem of regulating multinational corporations and the problem of international payments. The second set of issues confronting energy policy makers is domestic and essentially involves the need to integrate a highly capital and technology intensive industry with an economy still predominantly based upon agriculture in a society facing a high rate of population growth.
