Some Notes On A National Energy Policy For Indonesia

Abstract:
The demand for energy arises out of a need of energy. The need of a nation is born out of a desire to Jive — in the case of the Indonesian people, as stipulated in the 1945 Constitution — in a "just and prosperous" society. The demand for energy thus reflects the social and political aspirations of the people. However, since energy is also an economic good and stimulates economic growth, the ways and means to meet the demand for energy should be determined on a rational, integrated, non-sectoral and long-range basis. Such determinations constitute a national energy policy, whose objective is to provide an adequate, high-quality and reliable supply of energy at a reasonable cost to the people, while supporting an optimum expansion plan, consistent with the nafional development strategy.
