Abstract:
All governments have at their command certain powers to influence the money supply and prices, to raise revenues through taxation and to spend money derived either from tax revenues or credit creation in order to achieve certain policy goals. I am assuming that the major policy goal of all countries which we term "undeideveloped" is firstly development in the sense of promoting capacity for producing goods and services and secondly an equitable distribution of the goods and services produced among all members of society.
