Indonesia's Food Problems, Pelita II/III

Abstract: The Department of Agriculture and other involved organization in Indonesia recognize that rice production targets of Pelita II are unlike to result in rice self-sufficiency by the end of the Plan in early 1979. But, having said this, many questions still remain unanswered. What are the possibilities of self-sufficiency at a later date ? If this is possible, what timing and kinds of policies are appropriate ? Would such policies mean an efficient use of available resoutces ? And. if self-sufficiency appears to be uneconomic or uncertain, what action does this imply ? One reason why these questions may not have been analyzed more specifically in the past reflects the uncentainty attached to many related statistics in Indonesia. But even recognizing ithcse shortcomings, Peliti. I now is almost at mid-stream and enough information is at hand to make a first attempt at answering these questions or at least indicating when research is needed to help clarify the answers. This paper is written in an attempt to accomplish these objectives.
