Abstract: Most students of Indonesian economic development tend to accept the estimate of a faster growth rate in population in the present and in the coming decades compared to the previous one. Therefore, it is also expected that the lahor force will grow at an increasing rate in the coming years. The problem ahead seems, then, to he one of creating greater employment opportunities then before. However, this study tends to suggest that creating employment opportunites — with the aid of the needed imported capital and technoiogy — might not he successful without a drastic improvement in the quality of the iahor force such as education, health, and nutrition.
