Abstract:
THE Second Five-Year Development Plan of Indonesia 1974/75-1978/79 emphasized the needs for preparing regional plans throughout the country in order to reduce the disparities among the regions. 1) These plans should reflected the national development policy by taking into considerations the special characteristics, resources, customs and other cultural backgrounds of the regions. Nevertheles, the ability to prepare and to implement regional plans is quite unequal between one region to the other. 2) A wide variations of regional plans with different contents, scope, and methodological approaches are available either prepared by the Provincial Development Planning Boards (mostly joint with the local universities) or by the various foreign consultants and experts
