Abstract:
From a sugar exporter, Indonesia has gradually become a sugar importer due to slow production growth rate on the one hand, and the rapid increase demand resulting from population growth and increase in income per capita on the other. Competitive use of land, decline in productivity, a land-renting system which discouraged sugarcane farmers from acreage expansion, the relatively high levies on sugar products, inefficient marketing system and unfavorable terms of trade for sugarcane growers shown by Net Barter as well as Income Terms of Trade, were among the factors contributing to the slow growth rate of production.
