Abstract: On the bases of the participatory observation done by the author concerning to the fishing business, both in the field of production, processing and marketing in North Sumatra as well as the results from the other researches, the article discusses the influence of the ban on trawling to the national fishing development. According to the Presidential decree 39180, since 1st of January in 1981, catching shrimps with trawls which had been practiced in the sea of North Sumatra since 1967 has been banned. After six months from the ban, the production of fresh shrimps from North Sumatra seemed decreased. Compared with the amount before, the volume of fresh shrimp export in 1981 decreased as much as 62.08%, and the value descend 43.08%. The above condition were also accompanied with the 40% up in local fish prices.
