Abstract: Problems on non oil export have been widely exposed by Kompas Newspaper which lead to nation wide polemics in August 1983. There were 2 basic view points underlying the discussion. The first view point stands from the technocrat which trated non oil export activities from the Government's policy related to the international trade and its implementation so far in which, international trade and its nature has created mutual interdependency among the countries involved. Of course, economic recession will be viewed as an external factor affecting those relationships. The other point of view stands from the bankers and the front runner businessmen dealing in oil export activities in which export is viewed as no more than business ties among businessmen from two or more countries involved in the international trade.
