Abstract: Since the Repelita II the concept of the region in which regional development programs occur has never been made clear. Eventhough some criteria to determine the region were still used in The Repelita III, the concept become more and more vague. The concept of the regioning is caused to experience deterioration by the following two basic factors; firstly, the existence of a conceptual problem, because the concept of the regioning itself has a lot of weakness, secondly, the existence of operational problem, because the concept of the regioning does not have "mechanism " to apply it in the regional development activities
