Abstract: Confronted in recent years by the so-called oil crisis, the economy of Indonesia has undergone a change over to a decelerated growth. With limitation placed by availability of foreign exchange to support the continuing and sustaining national development plan, by domestic financial sources and some other fields that expected to became increasingly severe, we are facing a major turning point. The field of transportation is no exception in having to face up to the needs to cope with requirements for changes. In 1985, through Inpres 4, the Government compiled and submitted a new set of strategies dealing with basic direction of transport policies, especially in maritime transport to drive the non-oil export. The main purpose here is to identify the positive and negative impacts of the new strategies in the field of transportation on the domestic and international trade of Indonesia.
