Abstract:
During the last few year, there has been an increasing demand for i greater autonomy given to local government. Consequently, it is widely believed that the current system of grant allocations should also be improved, in terms of kind of grant (block versus specific grants) as well as the base for grants allocation. This article reviews the development of the grants allocation system during the last 25 years. The Author finds that the contribution of block grant, allocation (known as Inpres Dati I and-Dati II) to regional economic development is greater than those of specific grants. However, the share of this kind of grants has been decreasing. The author also encounters that both the purpose and the base for allocating the grants are not clearly defined.
