Abstract:
The research had been conducted to examine the existing problems and to develop an alternative policy in managing land resources. It basically has four objectives: (a) increase in farmer's income, (b) conservation of land resources, (c) economic growth, and (d) employment opportunities. Research had been done by dividing the region into 3 agroclimate zones, 2-3 villages of fruit production centre of each zone had been taken purposively as samples. Of each village samples, 30 farmers had been taken using stratified random sampling method. Data were analyzed using linear goal programming. The result showed that so far farmers in lowland were not fully allocated their land in line with land resources development. To reach, the objective of land resources development, it must be optimally grown with fruit commodities, such as mango in dry land, mango and banana in temperate zone, pine apple and durian in wet zone. The main problem arised in optimal allocation of land was capital. If there was price decrease by 10% of those fruit commodities recommended, an alternative commodities that must be grown were Siem mandarin or pineapple in dry climate zone, Siem mandarin, banana, rambutan or papaya in temperate, and pineapple, rambutan or banana in wet.
