Abstract: This paper aims to substantiate the selection of communities to be involved in a project on developing institutional capacity to provide social assistance prevention services in the rural area. The proposed methodology is based on a triangulation approach in a two-stage model, combining statistical data with interviews with institutional stakeholders.
