Abstract: While studying the international relations, the formulation of a complete and unanimously accepted definition of security has constituted a genuine test for the researchers. The new paradigm of security, in process of its outlining, has, from the perspective of the impact on functionality of the international security system, a series of indubitable advantages, by introducing drainage mechanisms which limit the spiral of competition for military power and transfers the conflict from the area of armed fight to non-military domains.
