CONSIDERATIONS ON THE ADMINISTRATIVE AND FINANCIAL REFORMS FROM THE POSTCOMMUNIST ROMANIA

Abstract: The administrative reform from the post-Communist Romania, although achieved in a very slow rhythm, has managed, by decentralization, to transfer towards the local public authorities a great part of the responsibilities that belonged to the central authorities’ administration, before 1989. This administrative reform was doubled by a reform of the public finances as well, whose aim was ensuring the financial resources necessary for accomplishing the new obligations that had become the local communities’ responsibility. The present paper analyses the manner in which the financial reform was put into practice in our country, what is the stage reached and what should be done in the immediate future period to ensure a sustainable development in Romania. Starting from the provisions of the European Chart of Strasbourg, the principles of local finances, the characteristics of the local financial funds, the researches also emphasized the results of the measures implemented in time, whether positive or negative. The main conclusion of the present article is that the public finances reform is far from accomplished, and the legislative activity in the field of public finances, although very laborious, must be centred on the decentralization of financial resources, on adopting a new law of public finances in which the responsibilities must be correlated with the financial sources at the level of local public authorities.
