Abstract: The formula of the regulation is inspired for the protection of individuals concerning the processing of the personal character data, and the free movement of such data. Directive 1995/46 presented the disadvantage (inherent to the directives, in general) of the uneven application of its provisions in the national legislations. The regulation meets the mission to normatively harmonize and benefits from immediate, direct and priority application in the European states law. We are interested, in this analysis context, only in the regulatory framework, which, face to face with Directive 1995/46, reveals undeniable progress, but also aspects that the future practice of processing personal data could qualify as imperfections. We emphasize below, some of the significant elements of similarity, respectively of differentiation, which are imposed from the first reading of the new normative act. The details and, especially, the complex explanations concerning the legal texts belong to some distinct analyzes.
