Abstract: Unlike the legal rules, the general principles of law have an explanatory value, because they contain the grounds for the existence and development law, but there is an indisputable relationship between the two values. In literature was often asked the question if the general principles of law are or not sources of law. In this approach we try to prove that the principles of law take place from the regulators when the law is quite, ambiguous or phrases.
