Abstract:
Romania has the necessary potential to become more inovative, given the investment in education sector (in general and higher education level); the quality of the information base; modern legal framework, in respect to European Convention on Human Rights and the Universal Declaration of Human Rights, recognizing the right to free education at all its level and effective legislation pretecting and guaranteeing the intellectual property rights.
