The Yearly Energy Ritual - The 2009 Energy Crisis Between Russia and Ukraine

Abstract:
This study provides an approach to the energy crisis between Russia and the Ukraine in 2009, in the context of a strategy developed by the Russian state in order to establish its control over the Ukrainian energy transit infrastructure. I present the background of this crisis, as well as of the previous ones, that heralded this new dispute. A great importance is attached to its effects on the customer states in Western and Central Europe and to the way this crisis was used by Gazprom in order to encourage these states to participate in certain projects related to the construction of gas pipelines that would no longer cross the Ukrainian territory. This new energy crisis seems to represent another step in a long term strategy aimed at creating a more direct link between Russia and its European customers.
