Abstract: Guarantee and long-term securing of the services of general interest in the face of increasing lack of public funds and resulting fiscal freedom of action make a rethink necessary. Due to the municipal policy spirit of the age and growing political self-conception of citizens, innovative forms of financing increasingly become the focus of deliberations. The so-called participatory financing, i. e. the involvement of citizens in the regional value creation process, promises a solution of the conflict of interest between fiscal objectives and a welfare economic provision of services. This article discusses the possibilities, which are offered by correspondingly designed financing and participation projects.
