Abstract:
German hospital markets are highly regulated. In 2016, a health care reform shall take place in which a special focus lies on hospital markets. According to statements of the federal government, especially new instruments in the hospital payment system will be introduced. For example, a new fund for investments, new quality parameters and a new calculation base for the DRG are implemented. In this paper, the new instruments are presented and analyzed for the first time. Overall, we find that the health care reform will not fix the given problems in the German hospital sector. Hospital competition will be reduced to a minimum. Neither the quality of care will increase nor the problems concerning costs or investments will be dissolved.
