The Management System of Materiel must be Reformed

Abstract:
The Ministry of Materiel is a logistics department, a vanguard, and also an agency of composite services. As the saying goes, "Logistics is already on its way before any troop movement." Whether it is agriculture or industry, whether it is capital construction or educational projects, whether it is national defense or scientific research (herein referring primarily to the means of production) materiel supplies are indispensable. To do a good job in materiel supply is absolutely necessary in building socialism at high speed. As stated in the communique of the Third Plenum of the Party's Eleventh Central Committee, we must make a conscientious effort to reform the system of economic management and methods of operation. Currently, our management of materiel poses a serious obstacle to the growth of the productive forces. Without a thorough overhaul of the system, it will certainly become a drag on the progress of the four modernizations program.
