Abstract: The People's Republic of China, with a population near one billion and an area over 9,600,000 square kilometers, is committed to building a nation with modern industry, agriculture, national defense, and science and technology. Indeed, this is an ambitious and grand undertaking. The change in China will exert a great impact on peace and order in the world. Naturally, people are curious as to what course China will pursue and the means on which the country can rely to carry out the undertaking. Our answer is that under the leadership of the Communist Party, the Chinese people are determined to follow the principle of relying mainly on their own efforts while taking external assistance as a supplement: economic construction will be carried out by relying on the united effort and dedication of the Chinese people, their struggle, hard work, wisdom, and talent. We will primarily draw upon our own resources, while taking advantage of favorable international conditions whenever feasible, raising funds, and importing advanced technology. We will cooperate in any way permissible with friendly countries and regions throughout the world to achieve the four modernizations.
