How to Transform Cyclical Economic Fluctuations into Smooth, Expanded Reproduction

Abstract: How do we transform cyclical economic fluctuations into smooth, expanded reproduction in the shortest time permissible during the sixth five-year plan period? On the whole, we have to rely on a comprehensive implementation of the eight-character policy that is centered on the current adjustment. This transformation is an extremely arduous and complex task. Here, I venture some of my personal opinions on the problem.
