Abstract: In his report on government work delivered at the Third Session of the Sixth National People's Congress, Premier Zhao Ziyang pointed out that it is necessary to adhere to the principle of seeking truth from facts and steady progress and resolutely guard against blindly pursuing and competing for a high growth rate. This is of paramount importance. In view of the fact that divergent opinions exist on whether the current growth rate of industry is appropriate, further discussions are necessary in order to reach a common understanding of the matter.
